lowest pressure (vacuum)

what is the lowest pressure for the simulation in Inductive coupled plasma?
I modeled the process by pressure 0.001 [atm] and everything works fine, but when I want to simulate at very low pressure (vacuum), 1e-8 [atm], I get an error message:
"Failed to find consistent initial values.
Last time step is not converged."
I will be grateful if you explained to where is a problem!
