Elastic strain energy density equation

Hello together, in the Structural Mechanics Module User's Guide the equation for the elastic strain energy density can be found on page 407 (also attached). The equation inculudes a ":" between the sigma and dEpsilonel in the integral. What is the exact definition of this ":", because it can not be a fraction? Please provide an explanation.
