Coaxial RF problem in 2D

Is it possible to solve a EM wave (TEM mode) propagation through Coaxial Line in 2D models ?
I tried it sometime back but the wave only passed through the 3D structure and not in the 2D structure of the same dimensions of coax, Frequency of input wave and other attributes. I also selected the option to solve for 'in plane vector'. In fact I tried with all the options but It somehow didnt go through in the 2D model.
Is it possible to work on TEM modes in 2D designs . If yes, please advise how.
