Problem to justify the correct signal for microwave to propagate from air to water

As attached is what i faced during my simulation. What i want to do is to determine suitable microwave frequency when passing through air then water or other medium. How can i justify which is the correct answer? I am not sure whether i am doing it correctly since this is the first time i am using Comsol. Can anyone guide me, please? As least some instruction guide, please? Thanks.

I am using Comsol 4.2a
